Still on the ‘Bush’wagon?

Obama may not fare much better than Bush on intelligence oversight

Would it be intelligent enough to keep activities of intelligence agencies under wraps? Or is it time to let accountability take priority? Obama is not finding easy answers to these questions as the debate on the Intelligence Oversight Bill gains momentum. If and when the bill is passed, top level intelligence agencies like CIA, NSA or FBI would be accountable to the people. So far, their operations have only been known to the President and his team of advisers. A similar bill was raised earlier during the regime of former President Bush and he vetoed against it; giving former Vice-President Dick Cheney full authority to run anti al-Qaeda operations secretly. And whenever there has been scope of scrutiny; for instance, on the methods of interrogation used for al Qaeda suspects or the illegal use of state surveillance, the process has been stalled on the basis of the argument that information revealed would be detrimental to security interests of the US. The proposal is that US Attorney General Eric Holder and a team of Justice Department lawyers will personally approve any such arguments about state secrets; making it difficult for the government to escape with this ‘alibi’. However, it may not be too easy. Significantly, just hours after the hours after the Justice Department reiterated that it would limit use of state secrets privilege in new cases, the administration was busy invoking the state secrets clause in a five year old case where two American lawyers for a Saudi charity (non-existent today) were subjected to illegal surveillance. Further, seven ex-CIA directors have demanded that Holder’s ruling to investigate into CIA interrogations post 9/11 be reversed. Obama will need to muster a lot more gumption to make this legislation work.

Just ‘USO’ it!

Wireless networks are not enough

So when was the last time you spent a decent amount of time talking to your acquaintances on your good ol’ landline? Hard to remember, right? And to think that a little over a decade back, a mobile was supposed to be the privilege of the ridiculously rich.

As per data revealed by the CIA fact book, total number of mainlines in use in 2005 was 1,263,367,600 while number of mobile cellular users reached 2,168,433,600. While the total number of land line connections in China is 365.4 million, mobile connectivity was galloping ahead with 547.286 million in 2007. In US, the number of land lines is 163.2 million with 255 million mobile users. If these figures are stark, then the Indian context is shocking! While total number of land line connections in India is 37.75 million in 2009, mobile connections reached 362.3 million.

However, that does not in any way mean that we would be getting rid of wires; as we need to move beyond the concept of communication being predominantly restricted to voice. The wireless infrastructure has to be supported with a wireline infrastructure as well.

Don't look dude, we are changing!

Obama's brigade promises a fresh perspective to the Middle East issue, but is treading on a difficult terrain

With a near thunderbolt pace, American President Barack Obama has transformed the line of US foreign policy in less than a week. After taking the oath to the Oval office, the new President made it clear that America’s aspirations and objectives will be in accordance with its ideals and the rule of law. By saying “we have no time to lose,” Obama summarised in a curt reply how pressing he deems it to bolster American foreign relations. In the first two days, the new-fangled government has been taking actions at a pace that were unheard and unseen in the previous administration. Giving orders from the White House and State Department headquarters, Obama pronounced the shutting down of the Guantanamo Bay confinement centre in Cuba; the selection of two extraordinary diplomatic envoys to aid in achieving Arab-Israeli amity; the issues in Afghanistan and Pakistan are also being addressed. However, some experts believe that the Guantanamo step has been taken in haste. Reacting on the decision, Michael Scheuer, a previous CIA agent and an old hand on al-Qaeda told B&E, “It is pretty unclear what will happen to the detainees. I don't make out where they would be taken. We have two choices with us. Either we can gun them down in the combat zone or treat them as POWs and discharge them when the conflict is over; so possibly never!”

Meanwhile, Secretary of State Hillary Clinton declared that ex-Senator George Mitchell would join the Obama bandwagon as a special envoy for the Middle East peace process, particularly the resolution of Arab-Israeli issues.

More blasts from the past...

A recent release of classified documents shows how US has manipulated West Asia. A B&E exclusive

American Presidents have wanted to differentiate themselves from their precursors with abrupt alterations in Middle East guidelines and dubious tactics that have only helped in damaging American integrity in the area. And as far as conflict resolution is concerned, on several occasions, presidential judgments and the out-sized sway of White House advisers and foreign statesmen and their envoys, have defined US policy. Recently, declassified White House documents released by National Security Archive reveal how knee-jerk actions (and inactions) by several presidents of the United States shaped the (mis?)fortunes of Middle-East.

For example, the personal pleadings of Soviet leader Leonid Brezhnev, who tried to convince President Nixon in June 1973 that conflict was imminent in the Middle East and that the lone approach to avert it was by a vigorous ambassadorial involvement by the superpowers, went unheard. The document reveals Brezhnev pressing, cajoling, and nearly beseeching with Nixon to arrive to a concord on Israeli terms. It emerges that Brezhnev's endeavour possibly would have been genuine. But in the summer of 1973, the outlook in the White House appears to have been that given the “Watergate Scandal” on the domestic front, it was politically too hazardous to move into the minefield of Middle East negotiation. And war followed, as Brezhnev had envisaged.

However, when war broke out, Nixon’s resolve of non-intervention melted and the US started arming Israel. The documents released show how, in a propaganda move, US accused USSR of intervention to justify its move. President Nixon's crown national security aides including James Schlesinger and William Colby met right away and chuckled that they could clarify their abrupt decision by blaming “Russian treachery”. They indicted Moscow of commissioning a “massive” airlift, falsely, according to the CIA's guesstimate. Kissinger rough drafted what the government would say to the world: “We can now say there was Russian treachery on the negotiations.
